Not always, but it is bad for any electronics to get wet because it can short out the circuits inside. Turning off the power and taking the battery out on a laptop is first priority. Then toughly drying out as soon as possible is next priority if the damage hasn't already been done. It's necessary to dissemble a laptop case to open it up to get all moisture out to make sure it's dry and this can take days of drying. You risk creating a short circuit and damaging circuits if power is turned on before it's completely dry. Don't try to dissemble a laptop yourself it isn't as easy said as done and very easy to break things if not done correctly. Circuit boards can be replaced or repaired if damaged in most cases to get the machine up and running again. Files on the hard drive are usually ok, so every thing is back to normal after repair. The sooner it's brought in for repair the better chance to get it working again. After time circuits can corrode if left it's wet for extended periods and more damage takes place.
